Bad DHCP Handling to Blame for Some iPad Wi-Fi Issues?

The network problems reportedly being caused by iPad in campuses around the U.S. could be attributed to faulty DHCP configuration in the tablet. According to this article by macnn.com, the iPads keep an active Wi-Fi connection even while asleep and do not release DHCP-allocated IP addresses, thus invariably causing network collisions when they wake up.
